I thought it was HF causing it (or at least making it worse) but I've shut it off sometimes and still have problems.

Here's what I run. Unless I'm running a quick batch like CIs or Sheldons, etc. I don't get PREs.
Two HF's running on worker.mturk.com
One running 100 most available, qualified unchecked, 30 sec. interval.
One running 20 latest, qualified unchecked, 2 sec. interval.
3 PandAs max running every 1000 ms. on HC.
Done away with turkmaster for the most part.
