When I upgraded like that I wasn't getting the right speeds either. Turns out it was the modem that I was renting at the time. It could only support docsis 2.0 and it needed docsis 3.0.

This. I upgraded with Comcast to 250 in November, and received a new modem. I can ping speednet at 300 download and 30 upload now. The Triple package (including Voice which I never hooked up) is $140 with a 2 year guarantee.
