It's just kinda whenever they feel like it. At one point they had gone a couple years without giving it out, then one day gave it to like 900+ people (I think that was around May of 2017?), and they seemed to be periodically handing it out to very small handfuls of people over the few months that followed. I'm not sure that I'm aware of anyone getting it since 2017, though. But I could be wrong. I barely turked last year, so i wasn't paying much attention.
