So, if we just turn it around - we have six more weeks of winter (making phil correct 61% of the time)

I think its apples/oranges. Phil's choice of saying "early spring" or "6 more weeks of winter" is accurate about 39% of the time based on some meteorological observation criteria so the answer should be 61% correct that phil should have chosen the other option in his prediction.

Maybe phil is 100% correct. "6 more weeks of winter" makes it about a week to astronomical spring when those 6 weeks pass, while "early spring" could be correct as it is several weeks until astronomical spring while meteorological spring starts March 1st. ?
