They just go back into the hit pool if you return them. You're the only one who can't do them after that.

You can accept and return as many HITs as you want but when you return it, someone else will just pick it up. The requester's not going to care who does it, whether it's you or the next person to accept it after you return it.

And unless the requester has set up their own tracking system to monitor their HITs (99% haven't), they're not even able to see who has accepted and then returned their HIT.
