No state income tax here. Most of the Amazon, Apple and Tesla workers spend most of their paycheck on housing because there is a big shortage.
At this point the State is really concerned about people dying and there are over 7,000 thousand that work at Tesla and they live all over the city and county so the possibility of community spread is huge. Amazon at least is delivering things that people need to survive but same thing there but with a smaller workforce than Tesla.

how does that affect restaurants? is there exception to pick up or deliver restaurant food or is the grocery store the only food exception to shelter in place?
It's basically stay at home and don't go out unless absolutely have to. Essential government operations and essential businesses will remain open, including grocery stores, gas stations, and banks. I'm assuming certain restaurants are open for pick ups give or take. I just hope this works, we're at 7 confirmed case for the time being.
