is it possible to reopen a closed window, not tab in chrome?

You'll likely have to do so from your history (under the three-dots menu in the upper right), but Chrome doesn't particularly care about windows vs. tabs.

You may also find that the page has refreshed or won't let you load the same content, I have that a lot with HITs, and sometimes Chrome judges whether or not to save a particular link in history for odd reasons.
