I'm not sure about college-level students, but it is a thing at some schools in Oklahoma. A new thing*, but a thing nonetheless. So...maybe?

*In hindsight, I realize it may have more to do with our massive state budget crisis than any holiday. In that case, I don't know the answer. Keep it a a maybe, maybe?
