How do you even max out on HITs so often? I can't even max out on A9's, my brain starts melting.

There is no HIT he won't do. He's always been a machine. In every one of his reincarnations.

I had that issue when I posted HITS and specifically said it was for certain workers. I now know how to make quals and such but I had to send out rejections and I included the note.. " Shame on you, you know this HIT wasn't for you"

Submitting those is an easy way to earn blocks with all of a 0% chance of successfully scamming anyone...

I've only been doing the 75-cent gathers with no qualifications, but maybe they'll give out new quals based on them.
