Because the quals count whole numbers only. By that standard 99.7% is equal to 99% but not greater than 99%OK... So I have a question...

It's not consistent. Some accounts are able to get it changed and others aren't. It seems to be connected somehow to when you set up your Amazon Payments account and/or MTurk account, with "older" accounts not being able to be changed but no one knows how old "older" is in this case.Dumb question time from me....
