Everyone should be able to take the qual test. You are talking about the one that comes up after clicking on the title of the HIT, then going to the bottom, and click "Take qualification", right? Neither of the 2 in your quote were the qual.

I do mostly 4-5, and an occasional 3 if the paragraph sucks. No problems.

I figured it out, took the qual test and the two hits that are up do not match my qual numbers. This is one of those days I should have cleaned house. At least the Tigers won.
