What is even the purpose of a 10 minute timer on a survey?

One or more of the following:

1. The survey is just really short.
2. The requester needs the results back fast.
3. The requester thinks the timer is a way to give an estimate of how long the survey should take to do, and doesn't understand it's a timer that expires.
