Number of HITs done among Masters has always been all over the place :/

Still salty about the person last round who got it after 2k HITs and 3 years inactivity.

It only "seems random" because you're interacting with a self-selected group here on the forum. Most of the people doing bad work neither seek out the forum nor get masters.
