The only thing I have ever seen was that you would get a 1099 if you withdraw more than 200 times in a year AND make $20K or more. (At least I think those were the correct figures. But no limit on the number of times you can pull your money from Payments to the bank.

I transfer to payments every morning when I wake up. As soon as I get the email saying that it's complete, I move it to my bank.
