Do they have to have moving parts to be action figures, though? I always thought action figures got their name just because boys didn't want to call them dolls, not necessarily because they did anything special.

I dunno, wikpedia specifies action figures as poseable. I'd think "figures" or "statues" would be more appropriate for funko

I only saw one Funko that wasn't a bobblehead, and it had articulated joints so it was an action figure. All the others were actually labeled bobblehead.

Dolls are poseable too, but we don't call them action figures. It's just a stupid marketing thing because the original GI Joes needed to be called something other than dolls to get boys to want them.
