If you are talking about the "contributor" banner under some users names that just means that those people have donated to the forum. (details here https://www.mturkcrowd.com/donate/) You can post HITs whenever you want without being a "contributor" I can't remember if there are post limits on new forum accouonts before you can post HITs to the forum or not.
