I think by domain they mean you can't use the same exact link more than once and just re-word your summary. I remember reading in one of their responses (or as a reply to someone who messaged them). There are only so many "high-traffic" news sources and I've never had a problem and done hundreds. I don't seek out the same news source (I put in https://news.google.com/ and basically just work down the page) so there's overlapping sites even when the content is vastly different.
