I'm not quite sure.
But up here in New England it would be sort of bad. Down in many parts of FL (N. FL - bucholic 'southern' towns) it wouldn't be much of a big deal (ime). So, I was curious. I don't know Houston at all. I know the panhandle - small town panhandle.
