I have one from the 80's that works well. Depending upon the fabric, you may be able to use a new disposable razor.

Amazon has one from Conair that looks decent and is on sale. The small cheapy ones are generally useless IME

What you're wanting to remove is the pilling that happens over time. Yes, they work. You're better off doing it once and then tending to the garment in the correct fashion to prevent them in the future.
