A tip that I use is to have two in my queue at around 4 minutes of the current video I pause and then try and PandA another one. Seems to work well so far.Nah never officially a rule.

Now I see who I've been going up against in negotiation HITs.
PanHTA is Preview and THEN Accept, It goes to the Preview page first then tries to accept the HIT in an attempt to get around throttling. I swear I've been "throttled" trying to preview a HIT though, i.e. trying to preview a scout it to clear a captcha with 3k in the batch and being told there were 'no more HITs available'.
