The same ones that run the schools when it snows and they let the kids out in the middle of the blizzard to walk home. Had many fights with the schools when my kids were young and I would refuse to send my oldest when I had no way to get her with my infant twins in a snow storm. 30 years later and the dumbfucks running the schools then must still be doing it. A real scary and anxiety ridden situation for the parents.
