Honestly, I'm sure there's more to it, such as the person taking too long to answer. I sent them an e-mail awhile back after I got someone that was being a troll and they responded to me fairly quickly and told me they would keep an eye on them. But pay is really dependent on how quickly the other person responds so ymmv.

This last batch was very quick. I like it when they don't answer too, because I can zip it out quick.
