No, it's not new. Sometimes you get an email if you're blocked and sometimes you don't and no one knows why. If you're blocked, you cannot click to accept a HIT from the requester and will see the above block message. You can email the requester to ask them to remove the block. If they're trying to prevent retakes, there are other, better ways they can do this that won't put a ding on your account. For me, the update was a couple weeks ago.
Google Chrome sometimes leaves the update pending for a long time.
(Using Settings/About to inquire about your version will provoke any pending update).

Those are the cases, silly. They're very fancy and I got them for like $2 each USD. Now my sun umbrella collection is up to six. I lost one of my favorites in a cab but I try not to speak of it because it makes me cry a little.
