if anyone else wants to stop their chrome tabs from auto-refreshing i found the fix

1. chrome://flags
   
2. find "Automatic tab discarding"
   
3. Disable
   
4. Relaunch Chrome

I use the extension - Vanilla Cookie Manager it automatically removes unwanted cookies. Seems to have worked a lot better for me to stop getting the same message and I don't have to manually do it all the time. You can add the sites you want to keep cookies to like MTC and amazon, etc.
