2 out of 3 times it will be in that cone. That is only for the hurricane center. Even if you are outside it you can be in danger.

In the case of Nate, especially to the east of it.

You won't feel the full effects of the storm, but you'll get rain and - of course, cones change as the storm moves...........so I'd watch it. You might find yourself in the cone.
Also good to watch if you are on right side of the storm (it's worse):

if the hurricane is moving to the west, the right side would be to the north of the storm; if the hurricane is moving to the north, the right side would be to the east of the storm

the cone is the worse part, but like Jan said you can still get some effects. also have to watch where it goes like she said too. i saw my fair share of cone projections during Harvey to know as well :,
