It just means you've requested too many pages too quickly, and yes it's from scraper. Clearing your cache isn't necessary

It really isn't something worth worrying about unless you're getting so many you can't do anything. Just wait a little bit, refresh your page, and carry on. No need to turn everything off

You don't have to turn off all of your pandas. At the most, I recommend you only run 2 or 3 (some people like to run more tho.) Also, you can decrease your scan time in Hit Scraper by a second or 2. The downside to this is that you may miss a hit here or there.
