a group in a school might share a requester name,
we dont' know the reasons for that one changing so often, but I wouldn't use that bit of information against them

instead, just looking at the crazy history tells me that they're erratic, and as much as I don't really care too much for TO1, I'd take that requester with a grain of salt.
