never asked the neighbor. Just put out milk, neighbor's cat came by. Put out some tuna on a day I was eating it. Cat enjoyed that. Cat had 3 dogs at her house so she liked our house better and spent more time with my family than her own - probably because we gave her attention she never got at her house plus we had no pets of our own so no competition for affection with dogs. It was a great thing.
