my paypal is going to turn 18 soon.
I've never had any fees
and I've even had a negative balance by accident a few times

I think you're referring to the paypal prepaid debit card,
that's just like buying any other prepaid card out there,
and that has a monthly fee attached, from what I understand.

personally, I don't know what the requirements to move into getting a regular paypal account instead of the prepaid card is, though

Thanks. I just use the card that's associated with my bank account. It's a debit card but it's from my bank account, not a prepaid card. I didn't think I had fees before when i used paypal and was happy until they started paying for things I didn't want them to pay for like norton's which has a habit of switching my "no, I pay the bill when I say so" to we'll just take it out of paypal. That P'O me and I stopped using it. So now I need it to collect payments and wasn't sure if the rules had changed.
