Take a screenshot of the instructions, in case you get rejected. Visual proof that it's not against the rules can sometimes help to reverse rejections.
I honestly have no idea. I only use these phones to connect to wifi and run 1 or 2 specific apps on them. I don't purchase service/data plans for them.
