OK, here's an update from AP customer service on the Amazon Payments issue:

There is a known issue that locked out some people from their AP account (duh!), and they are working on fixing it. I contacted them and had them call me. They added me to a list on a problem ticket, and they are manually unlocking those accounts. If you call them, the estimated time it will take to get your AP account unlocked is 2 hours. You can get them to call you here:

Seems like a lot of work for 7 cents. Not only do you have to find/estimate dimensions, you have to convert them if they aren't the right units.
