It took almost an hour and a half to get a response for one of my initial queries. I imagine they are SWAMPED with requests and from what I see actually have to do real research on these requests.

I imagine the lowered pay caused all the agents (or most) to stop doing them they were .35 now they are .15 thats a pretty steep decrease in pay.

I had to. Once you amass a massive amount of money it's time to start donating, giving money away to universities and hospitals and other things. You don't get to take it with you when you die, but you can put your name on a bunch of buildings so that your ego can live for generations.
