I understand it's just really not cool what goes on there. I just don't know what to tell her when he spends his day flirting with someone he's in charge of on their team and then yells at my gf for not doing 3 peoples work.

everyones girlfriend's boss is a dickhead. its just life.

if he's doing something immoral/illegal, she needs to report him to his boss or corporate. If he's just stressing her with too much work, then she just has to be thankful for now and make plans for getting a better job later.

It has to do with him basically having an inappropriate relationship with a woman who he is directly in charge of where her work day is "I do nothing and leave whenever I feel like it to no consequence" So then my girlfriend is taxed with doing her work also and is yelled at for not doing it.

It's not your problem to solve, it's your girlfriend's. When she grouses about her day, just listen ... empathize and understand. Most women don't want to hear "you should this" and " you should that". When it bothers her enough, she'll do something about it.
