3 year olds can absolutely lie, kids learn to lie around 3-4 years old even though they aren't trying to harm others by doing so.
That article is mostly based on anecdotal evidence from parents/caregivers. Which is still how THEY see lying.
It's storytelling, and experimenting and learning with language. And seeing what boundaries they can push, and what limits are held firm. 'If I say ____ than ____ will happen' Not "I totally can see if I can trick mom into _____ b/c I'll say ____ happened." There's a much different cognitive force going on there- it's not "lying" no matter who CALLS it that. The PhD on his name is the same PhD on other sources that use cognitive information, not just anecdotal. That's not how their little brains work. And even that article points that out, even he says that it's NOT the same kind of "lying".

ok. still didn't need you to start an argument about it. Obviously I know he didn't do it with malicious intent, he just wanted to watch TV. but whatevs.

"Total approved HITs is NOT greater than (insert laughably low number)"
"Random T Panel qualifier despite this being a standalone HIT with no previous requirements"

They didn't repo all the knowledge I absorbed when I had to leave school b/c my ex was "sick of babysitting"
There's a reason WHY I went to school for that, and I'm very passionate about it. :)

The evolution of lying is pretty cool too. Because intentional lying requires imagination(psych's say), they look for the evolutionary steps before intentional lying, like the cuckoo finch and other animals that use deception for survival. Sorry. I'm a dork.:p
