We are "impacted customers" which is an important choice of words, below is what Amazon mentions about the negative balance aspect...
"We’re working hard to fix the incorrect Amazon Payments balance for all impacted Customers. This process may take a few days, we appreciate your continued patience. We’ll follow up again once the incorrect Amazon Payments balance issue is resolved."
To me it means they will zero things out if they are not already on the accounts that require it, of course it is best to wait things out a few more days in case they allow natural balance equalization through workers. So hold your funds or use them wisely as you would if you were taking out amounts you normally do timeframe and all. Still a chance it might be a pay day loan, but I doubt it, looks like Amazon did the right thing for us "customers."
