According to the instructions on the hit, in order to be a marketing agency they have to have more than one of the services offered
"A marketing agency is defined a company that offers more than one of the following services and has more than one employee"
a company that does web design for example is not a marketing agency

I think they mean that they generally offer more than one of the services. If a company does creative marketing, like logos, but doesn't do websites or traditional media like radio and tv commercials, its still a digital marketing agency because logos are digital.
I must admit you could possibly be right, but I'm sure they aren't being strict on the fact that it HAS to have more than one thing off the list.
A digital marketing agency is any agency that markets for its clients using digital means.
I've done thousands upon thousands of these hits and never had a rejection
