Someone with a requester account will have to check on that but I think it wasn't, last time this came up, because the "Masters" option in the HIT set up is just a checkbox for on/off.

But not through the web interface (which is what the vast majority of survey requesters use.) You have to jump into the command line tools/API.

Ah-ha! So much like setting a qualification for returns or abandoned HITs, it's possible but not probable for most (especially new) requesters to do.
