Dude don't worry. I did it in 13 minutes and I read that part, too knowing full well what I was getting myself into.

I was asking more because if it takes everyone 10 minutes and they submit in 10 minutes, then I have no reason to go purposefully slow because it really takes most people 10 minutes.

Never did he say that he was intentionally ignoring the requester's instructions? The requester just says to not do it too fast I believe.

If it was required to wait 30 minutes would doing it in his 13 and letting it sit til the allotted time count as not following instructions? I'm just confused what you think he's doing wrong.

Right. My comment was meant as a generic reminder in general that if a requester says to take a certain amount of time, that's what they expect. It's one thing if a worker goes through it carefully and happens to finish in a shorter amount of time versus a worker who says #YOLO and rushes through it, hoping the requester will approve it no matter what.
