People who post surveys with time estimates of 15-20 minutes that pay $0.40 but actually take less time are just as bad as people who post the ones that take longer.

It's kinda tricky, because TO is helpful but also unhelpful. Consistently bad TO is a tip-off for sure, but I've found plenty of great requesters who had little or no TO because we all like to keep good secrets quiet.

I read the TO wrong before I posted it I was looking at the hit above it on scraper which was a '5' for pay

TO is really fine the way it is, there's upsides and downsides to it. I think if it was less policed in reference to how people rate, it would be just fine. Everyone has their own definitions of fair pay. Use it for context/content and not for facts. You still need to be able to use your own judgement when working on HITs.
