90% of the problem would be solved if they changed from encouraging using blocks to prevent retakes to discouraging using them. Maybe they could spend some of the 30% extra fees on surveys to pay a thousand monkeys to rewrite the documentation.

With the exception of that one old post on the AWS forums, there's nothing in the MTurk documentation that encourages they use blocks to prevent retakes. They need to add MORE text to explain that using blocks can be damaging, but as it stands, the documentation doesn't say anything either way about whether requesters should or shouldn't use blocks to prevent retakes.
