Oh, yes. I spent hours on the phone and chat and email trying to straighten it out with them. They eventually said that since my account is old (it was created before state quals were even an option), I'm forever locked into the state where my account was created and their programmers don't know how to fix it. It apparently is the case for people with old accounts. If you have a newer account and move, they are able to update it.

What do I have to do to get this updated?

Anybody got rejections from John White "Find the missing Website for Schools" with the feedback to be "Wrong, Website Available". I have 30 rejections and still coming, hopefully I did only over a 100 and has more than 800000 hits submitted, so would not change something for my approval rate. Would like to hear from others...

You mean if you move? Change your address in Amazon Payments and whatnot. The qual should then auto-update to your new state (as long as it's not too old).

One of the batches had a message basically saying "By submitting this HIT you are certifying that you completed it in the same state your Amazon Payments account was created in"

So they're aware that it's an issue, and the current solution is to scold workers for relocating.
