my paypal is going to turn 18 soon.
I've never had any fees
and I've even had a negative balance by accident a few times

I think you're referring to the paypal prepaid debit card,
that's just like buying any other prepaid card out there,
and that has a monthly fee attached, from what I understand.

personally, I don't know what the requirements to move into getting a regular paypal account instead of the prepaid card is, though

I think maybe the business accounts have fees? But I've used PayPal for years with no fees. So I guess it probably depends on what you're going to be doing with the account, to determine if you're going to be charged fees or not.

Wow! I didn't know PayPal was that old. I've had my account for 11 years. I've never had a single problem with them. That includes like 4 years of heavily selling on eBay too.
