Colors don't mean much. You have to read the reviews for each hit. If no one's left a review for the hit you're doing it doesn't help determine hourly, but it can give you a sense of what the requester is like. Then there's the people that rate 1/5 because they got screened out. And don't forget how many requesters get 1 bombed when they first start because they don't know any better.

I just love when the hit pays a certain amount then the consent form makes it clear that they used to pay more

I have been seeing a lot of this. You're gonna leave a 1 or shitty TO because you weren't what they were looking for? This is exactly why I check the reviews. Colors aren't everything.
