That's true. They do count toward the daily limit... but they also count against the speed at which you can complete a batch. From data I've collected on my account I can see a significant amount of greater time receiving a response to a return than a submit... and it frequently takes longer to load the next hit after a return as well. The return also disrupts the rhythm and causes more page request errors which have a compounding ripple effect that slows you down even more... you have to waste a load to get rid of the pre warning page... etc and so on. Batches that people cherry pick are also seemingly affected more by throttling... I suspect the faster action time of rejecting the hit and requesting a new one plays into the calculations.
