Skimmed through most of the report, pretty fascinating stuff. Its an exciting time to be alive, we are watching stuff straight out of science fiction novels become so close to fruition that the EU see it as an inevitability. I suggest checking out the report itself because those articles come off as sensational. It barely touches on robot rights or robot person hood. It's mostly just a report suggesting to establish a basic code of conduct, a way to classify robots, what exactly defines an autonomous robot, transparency in robot programming, establishing a code of ethics for the people who make them, building in kill switches, deciding who the liability should fall on if autonomous robots become a reality and hurt someone/something etc.
