Yes, under the 1881 Rat Naturalization Act. President Garfield ( He was the great-grandfather of the cat) was very fond of rats and he signed the act while everyone else was too busy dying of 19th century diseases.

They've tried to overturn it a couple of times but the rat lobby is pretty powerful.

Waking up to missed mountains because TM doesn't want to work... Anyone know why sometimes it just doesn't ding?
