Depends on the certification. Technical certs, probably don't matter. Anything else, yes it's less impressive. Most of those places are considered diploma mills.

Yes. I've talked to many HR people about this. Online degrees from places like Phoniex , Keiser, DeVry, etc. get laughed at.
