What does this mean in a MTS window when you try to look at TO review data? It's been happening more often than not since the update and followup updates of MTS. This is only a partial scrape of that window stuff.

they mostly suck except the last batches, but it's the principle of it for me
why do good careful work and not get a qual, and yet some that were banned from previous batches get it
