That is an outright lie or ignorance. I did have to speak to a person back when I was verifying my information, but they had no problem changing the state in their mysterious backend. Silly Amazon!Pretty much. Anyone could use a proxy to fake the state they're in. The current system is pretty dumb, though. Amazon has claimed that they're not able to update them, even if they wanted to.
