it’s 2019 and Directv still gets knocked out when there’s rain clouds in the sky

it's not the current year, it's physics. If DirecTV wanted to use a 10 foot dish, you could get it rain or shine.

You could get some of DirecTV through streaming video, but then you are relying on other infrastructure (DirecTV Now's streaming servers and your internet provider) to be working to get it.
